The Territorial Legislature established Arizona State University here in 1885. The railroad reached Tempe in 1887 and linked the town to the rest of the country. Tempe incorporated in 1894 and has protected its character ever since. The Hayden Flour Mill on Mill Avenue dates to 1874 in its original form. The current concrete structure was built in 1918 after a fire destroyed the earlier building.
